A number of factors can contribute to this and it usually revolves around the basics - Objectives - Communications - Resources. Each undertaking interfaces with others but still have a stand-alone priority.
Shutdowns are usually performed regularly, and in most cases carrying out similar works, but as there are many involved at multiple levels, the connections are sometimes disjointed.
